Student from International Rocky Mountain College charged with rape in Bozeman

Bozeman, Montana – A Norwegian student at Rocky Mountain College in Billings named Jeppe Holm Raggan is charged with raping a woman in Bozeman in September 2023.

According to court records, a lady reported a sexual assault to a Bozeman Police Department investigator on September 6.

The victim said that on September 2, she went to the apartment of her roommate’s boyfriend during halftime while watching the MSU football game at Bobcat Stadium.

The victim alleged that Raggan went up to her and her roommate at the apartment building and struck up a conversation. According to court filings, he then followed the two up to the flat.

When they were temporarily alone, Raggan allegedly grabbed the victim and kissed her, but she pulled away and told him she didn’t want it. When the victim’s roommate came back with her boyfriend and another person, she told her what had happened.

The victim told her roommate that she wanted to go, but Raggan took her by the arm and took her upstairs, according to court filings. She apparently told him “no” and that she didn’t want to have sex, but he nevertheless brought her into an empty bedroom, pushed her down on the bed, and started raping her.

When Raggan let her go, the victim claimed she went into the bathroom and started to puke up. She claimed that after going downstairs to look for her roommate, she came out to discover Raggan naked on the bed. While the woman was explaining what had happened to her roommate, Raggan allegedly left the flat and was nowhere to be found.

According to court records, the girl had a sex assault examination the next day at Bozeman Health, where a nurse discovered injuries that the victim claimed were caused by Raggan striking her while she was keeping her mouth shut.

The victim’s boyfriend and roommate confirmed the victim’s description of the incident in interviews with law authorities. On October 5, the Gallatin County Attorney’s Office brought charges.

Earlier this year, Raggan participated in the 2023 U.S. Collegiate Skiing and Snowboarding National Championships as a member of the Rocky Mountain College ski team. Additionally, he appears on Rocky Mountain College’s Dean’s List for the Fall semester of 2022.

Raggan was charged with aggravated sexual contact without consent when he appeared in Gallatin County Justice Court on Tuesday.
